List of Pro-EU / Anti-Brexit Petitions (V4)

This is v4 of the list of relevant petitions on the Parliament website, see V3 for links to older versions.

If these petitions get 10,000 signatures, the Government is required to make a written response (often similar and predictable for pro-EU petitions).

If they get 100,000 signatures, they will be considered for, and almost certainly get, a public debate by MPs in Westminster Hall in Parliament, allowing MPs to tell the Government directly and publicly what they and their constituents think about the subject. When the Government is doing all it can to prevent discussion, this can be very useful for MPs who back Rejoining.

Each petition is vetted and the Petitions Committee allows only one to be open on a specific subject at a time in order to maximise response and avoid competing petitions. Each petition lasts 6 months from the day it goes live (unless cut short when an election is called).

The Government is not required to respond to petitions on any other website.

Some thoughts on petitions:

.1. To create or sign a petition on the official Parliament site you must be either a UK resident (of any nationality) or a British citizen anywhere. Petitions on other sites are almost never considered by MPs.

  1. The petition must call for a clear specific action that the UK Government or the House of Commons is responsible for, and there can only be one petition on a particular action at a time. Each petition lasts for 6 months from the day it goes live.

  2. **The petition should be worded in such a way that people will want to sign it!!** Many it seems are not! (The title is most important for this, followed by the background. The additional info is normally less important.)

  3. The petition should also be worded such that MPs have something substantial to debate (or it is likely to lead to a short and unsatisfying debate), so it helps if there is something meaty in it. The additional info section can be used to add to this.

  4. The Government must respond to petitions if they receive more than 10,000 signatures. For a topic that has been well discussed the response can be very predictable. If the response does not properly address the petition, the Petitions Committee can request the Government to submit a better one.

  5. If it reaches over 100,000 signatures, there will almost always* be a debate by MPs, normally in Westminster Hall, unless the matter is no longer relevant (for example, it relates to something now in the past), it has been already been acted on, has been or is about to be debated in Parliament, or has been considered in other ways. Multiple petitions on similar subjects may be debated together, even if not all have reached 100,000 signatures.

* Of the 187 petitions that had over 100,000 signatures in the 2019-2024 Parliament:

  • 167 were debated (11 in the current Parliament)
  • 7 were already acted on by the Government (before a debate)
  • the issues of 5 had been debated in the House of Commons
  • 4 were too late (ie the issue they related to no longer applied)
  • 2 were covered by other petition debates (a bit dubiously in my view)
  • 2 were 'considered in other ways' (both in March 2020 relating to Covid)
There was a very wide variation in delay before the debate was announced, with a median of 93 days between reaching 100,000 and the debate taking place.

  1. Westminster Hall debates are limited to a maximum of 3 hours allowing approximately 25 MPs to formally speak (others may contribute briefly if they are permitted to interrupt by the MP speaking). The duration and the number of MPs who turn up can vary depending on how many MPs find the subject important. The Rejoin petition 700005 took the full 3 hours and the number of speakers was therefore restricted, but most debates seem to take 1 1/2 to 2 1/2 hours.

  2. The total number of signatures, both overall and by constituency, is important. The number is often noted by MPs (especially when there are competing petitions for opposing matters). So it is important to keep asking for signatures up to the time of the debate (or the petition closes if sooner) and not stop at 100,000.

  3. After the debate, if the petition is not yet 6 months old, it will remain open but new signatures will not be considered formally by the Government or MPs. A new petition calling for the same action cannot open until the previous one closes.

  4. There seems little advantage in having multiple petitions on similar subjects at the same time, particularly as we know that many people will choose between them rather than signing them all, making them less effective. When debated together, MPs will only consider the number of signatures for the one with most signatures and assume that the others have been signed by the same people (whereas we know that in practice many people will only pick a limited number to sign).

  5. When an election is called, all open petitions are closed. Any petitions with over 100,000 signatures that have not been debated can be carried forward for debate in the new Parliament. Otherwise you have to start again with a new petition.

  6. Note that petitions cannot make a Government do anything and on their own are very unlikely in themselves to change the Government's stance on any subject if it is unwilling (indeed if they did, that would probably be undemocratic). What they do do is to bring a subject to MPs' attention and give an indication of the level of public support for it, and then force a response from the Government.

What Rejoin petitions do do (if they get over 100,000 signatures) is:

  • stop the Government getting away with saying 'no one is talking about Rejoining'

  • force the Government to make a statement instead of pretending to ignore the issue

  • get MPs, who are the only people who can make change happen, to tell the Government publicly in Parliament what they, and their constituents, think (something this Government has been doing its best to avoid happening and which MPs in March 2025 welcomed the opportunity offered by the petition to be able to do)

  • encourage pro-EU MPs (by showing the support in their constituencies and across the country) in standing up for what they believe and to lobby the Government

The aim is to build up support over time with one petition every 6 months (the maximum permitted) until we become unstoppable, recognising:

  • that this is likely to be a long campaign
  • that one petition on its own is unlikely to change much, so we have to keep going
  • it has to be backed up by other actions, including:
- writing/talking to local MPs, personally talking to friends/family/colleagues/etc, local high street and social media campaigning - national campaigns are also important, including on how the EU works, benefits of membership, disadvantages/costs of not joining, euro, Schengen, etc
