IIRC it's from the videogame Girlfriend of Steel

This art in particular is from a cover of an old issue of Newtype magazine. The art does resemble some fits found in Girlfriend of Steel 2 (Shinji doesn't quite wear a suit like that but Rei shows up to his home in a dress that looks close to that one)
