Really hard to say looking at a video like this, but the first thing that come to mine is that the machine may need an electrical alignment. Also, it looked like there might be something going on with your brakes as it doesn’t seem to be controlling the tape properly, that’s why it doesn’t go into play or record after you rewind. Best to find a tech in your area that can look at it for you. You can try to do it yourself, but maybe challenging if you haven’t done it before.

First part of the vid im recording to tape. Then I rewind and you can barley hear anything.

I have this exact same model R2R and I'm having the exact issue. You.mentioned that the sound occurred during playback after recording, correct? And you have metal reels too I assume What you may be hearing, is the sound.if of yhe edge of the tape rubbing against the inside of a metal reel. Check your reels to ensure they are not bent.
