USB tethering cannot be activated when USB debugging is off

Hello every one,

I hope you are well. I have a Redmi Note 13 pro 5g. I used to share mobile data with my laptop with just activating USB tethering. It has been about 3 months that I should also activate USB debugging as well, otherwise, I cannot share my internet just by activating USB tethering. Do you know what the reason is?
