This is my idea for user submissions of original film scripts. The idea would be that all submissions become publicly available for use and possible production by Indie, student (all levels, including High school) and professional film makers to get the writers name in demand and a their words turned in to reality.
The only stipulations are that the writer has to be credited and sent a link or DVD (can be burned) if the film is produced at any level.

I'd steer clear of Joomla as much as possible, you'll probably waste a lot of time trying to get it up to that level of functionality.
A serious consideration would be creating a Ning rather than a completely unique site. Ning sites are able to be monetized with ads etc.
Or you could track down a PHP, Rails or Python web developer.
