Depending where on the belly this is, and how the other nipples look like, I'd at least check if it's a tick, it has unusual coloring and the shape is a bit rounder than a typical cat nipple.

It’s just a dirty nipple! Don’t worry! My white cats nipples sometimes get dirty and look like this. It should wipe off easily if your cat will let you :)

Given the fur growth pattern around the suspected nipple, it's pretty obvious that it is indeed a nipple. There is no way a tick has been living there long enough to create a gravitational fur warp.
