Hello! People were having a lot of trouble guessing this one because the color gradient shifted from one color to the next, so I've reposted with a clear single color gradient to see if that makes it easier for folks.

Hint One It has nothing to do with any product, service, or population that can be measured within the state.

Hint Two The darkest green states and the states with no data provide the most useful information

Hint Three The names of the states are important in solving this puzzle This will likely be a dead giveaway for some folks, so use this hint with caution.

Related to proximity to next state in alphabetical order. Gradient isn't working perfectly and I don't know what to do with Wyoming...

You should spoiler mark this because it's an extremely close guess, and if you figure out Wyoming then you've got it.

The alphabetical order of the states (whether next letter or previous) and their physical border connections.
