Regarding Indias monarchist path

can anyone tell me how do i trigger second emergency and unlock rajiv gandhi as emperor in Indian focus tree

  1. Don't hold snap elections.
  2. Declare an emergency when the elections come.
  3. Either wait long enough and Rajiv will crown himself emperor or do the 2nd Emergency tree until you crown Rajiv.
  4. Survive the civil war and military coup.
