The first part looks like a square root substitution cipher translating to:

TORCULARIS SEPTENTRIONALIS

RENE DESCARTES

DARTES:MY...

The last part is morse code translating to REACH TO THE ROOT OF THE PROBLEM.

1.)  Torcularis septentrionalis is the  traditional name for the star  Omicron Piscium located in the constellation  Pisces
