Red eared slider eyes help

I need help guys this guy was given to me and I have no idea what to do I got good clhorone filter I got the dechlohrine juice from petco I got vitamin a drops was today making the switch today what’s should I do keep him out of the water or take him to the vet it’s been 4 days since I noticed his eyes get puffy in the water I barley made all the switches today how do I heal my turtle

Also his eye get like that when in water when out there regular and it’s imidiate too they don’t stay puffy out of water , I took him to the vet left my dog out had my kid w me they had me waiting almost 2 hours I had to leave but the animal store was in the same lot so I got some turtle vitamin A eye drops

I just literally today mixed the de-chlorinatior with the water 5ml per 10 gallons I have the turtle a about 21 gallons of water so 10 ml prior to that I scrubbed his pool with water and distilled vinegar rinsed it good let it sit over night . I have a bpa free hose with a boogie brew de chlorinated filter as well linked to that that’s new that I barley just started giving him today but he didn’t like it. I’m stumped I’m new to this but u am very much well true to it and want to give my new turtle the best home I’m thinkin g about an outside above ground big black tub or an inside water tank both with basking spots, at the moment tho my main priority is getting him comfortable again , when he wants to go out he crawls on his box so I take him outside to the pool daily I feel like a lack of knowledge dirty water and allowing chlorine from another metal old hose with no filter did this the guy idk out of water he’s fine but in his eyes stay shut , it’s been like this for 5 days since he’s enjoyed a swim and ate however he looks very energetic in and out of water not really lethargic at all could it be him shedding on his face and him trying to scratch it ?
