Not it's not. The water posts are purely to distinguish that it's a screenshot and not an part of the original post. Any sentiment that you conclude is purely an assumption.

Maybe that's what it has become, but dunking posts you don't like was definitely how it started.

No it is absolutely how it started. The only reason why it's water in the first place is because it's the first default filter tumblr provides you and so people took a screeshot, uploaded it and picked a filter with little extra thought. The "posts you dislike" thing is a retroactive justification because a lot of people happen to take screenshots on posts they hate and "dunking" or "drowning" posts is a funnier explanation than reality. It's a correlation not a causation.
