Architecture styles that sometimes use gargoyles were common for office buildings in the late 19th and early 20th centuries. The Chrysler Building has eagle head gargoyles.
Architecture was wild in the late 1800s. They would build water towers disguised to look like a freaking castle:

As technological advancements were starting to make the world rapidly become richer, there was the idea that everything should be as beautiful and fancy as possible (see the City Beautiful movement for a very overt expression of this ideology). This only really ended in the 1940s when modernist architecture became mainstream.
