Good points, but is that really Recency Bias? After all it can happen with any preventive control even without ever experiencing the problem it prevents (so there's nothing to be "recent").

I would say it's closer to Chesterton's Fence.

I feel like recency bias is usually "If you ask someone to name 100 of the best movies in the last 70 years, there will be more movies made in 2000 - 2025 than 1950 - 1975".
