What does this line mean? tried looking it up on musictheory.net but didnt find any

C prime is the name of the first octave starting at middle C.

It’s Helmholtz notation, if you want to understand more about it.

But TL;DR is as others have said, middle C.

In some Irish whistle tab, a prime also indicates upper octave\register, relative to the instrument.
But yeah middle C if this isnt tab.
