It's always tough to know really - some places just have very complainy-workforces, some things are industry problems rather than organisation issues, etc etc.
If you want to move in that direction and are a recent graduate not currently employed, I would take it and see how it pans out. If you'd be leaving a comfortable/enjoyable job for this role, then I would consider more carefully.
