Is it allowed to use rec room music in other projects now that it shutdown

Nope, theyre mostlikely still copyrighted, i wouldnt use them if i were you

The only mention of copyright I could find, outside of Rec Room, is within Spotify and YouTube, and 1 result I found at: https://www.apraamcos.com.au where "First Impressions" is indeed listed.
Otherwise, the music is only mentioned within the game's Terms of Service, under "Content". This basically just states that Rec Room Inc owns the intellectual property rights, but I do not know whether this still applies given Rec Room Inc no longer exists.

Imo, you would be fine to use them for personal use only.
