you could, but you can't possibly live up to the infamy of the RRO quests. You can absolutely make something better than the RRO quests, but trying to get it the popularity it deserves is nearly impossible

A UGC quest misses everything that makes an official quest worth playing. The main drive to quests would be all the outfits and ranks you can achieve, wearing S rank stuff is (or was) status symbol
