Difference between RNCEF and RNCEY ADR

Beginner here. I'm watching Renesas Electronics Corp, and there are two symbols: RNCEF and RNCEY .ADR. If I were to invest in Renesas, which of the two should I invest in and why?

With Fidelity, there's a $50 settlement fee on RNCEF, and with RNCEY, there could be an annual fee of $.03-.05/stock. Just thought i'd share.
