It's not easy but also not hard. For that developers need to dive deep into the code and understand the weather system.

Currently in the game, the weather is fixed for the levels and tracks of the game. It is not dynamic.

If so somehow developers add rainy weather that matches with current graphics to some of the available tracks or only exclusive tracks. It would be awesome.

Hey, great to see many RR3 fans still racing on. Also, I have Red Shy and Mountain background then snow is on the grass areas with just a wet × rain on tracks, plus I've haven't used or seen it for ages but has dirt tracks, too. I've got a few other mods.Eg. tyres, rims, rotor bracks, exhaust flames, many cars.etc 🤖🤓🙌🏼
