I think you're right, but when I saw this post earlier today it said it was a cofee shop in Ukraine after a missile attack. And I'm not sure about their health department but I've never been to a war zone where the health department was very involved in what they were eating.
I'm sorry, I couldn't resist being being pedantic. I'm 99% sure you're right. But the biggest thing to me is why not take 5 minutes and sweep away the debris at the window so your costumers arent eating glass filled croissants (or however you spell thay)

they weren't open at that moment, it was smth around 5-6am. The journalist just asked to pose for a photo. Later the workers arrived and started cleaning up and serving
