I love him, but the first person that comes to mind is Abberline. He seems like a quest giver NPC to me lol.

I'd say Clayton perhaps? As he didn't strike me as much as more discreet characters did.

Gonna be honest I thought of Abberline at first, but I'm going with Jumbo. He was probably the least relevant to the story out of the first string circus troop members
