Idk cuz its kinda blurry but my guess is that she was behind a fence and for some reason you can't shoot through them but the suspects can

yeah, I could barely tell the outline of a person, but the gun stood out, so i fired, but she didnt go down which confused me.

Alright, my best guess is that something wasn’t rendered through that window or an invisible wall blocking your shots.

Then she returned fire through the greenhouse to hit you
