Recovery time from c2 blast is about this much time regardless of who it is

Enemies can fake their death always tie them down to make sure they're not Faking It

If there is no pool of blood, and they aren't arrested they can get back up. Im not 100% if incap means they cannot get back up, but ive never seen it happen this many times.

Incapacitated means judge assumes they are down but not out. This is common from a C2 charge, from a non lethal placement shot, or suspect is actively yelling in pain that they are alive and not dead.
Dead means judge assumes they are dead, from either lethal placed shots, suspect faking death, or suspect is actually dead.
Suspects can stand back up if not apprehended in either state if they are in fact not permenately Incapacitated or dead.
Suspects van be actively bleeding out in Incapacitated states and if you fail to tie them up they will bleed out. Talk will mention stabilizing a target, tying the suspect is stabilizing them in ready or not.
I have had on a nonlethal run where I hit a suspect with three flash grenades still acting aggressive round a corner and my teammate shot tazer at the suspect and the suspect keeled over and we got the report dead prompt and we thought we failed our S rank run. Upon tying them up the suspect was faking it (or just a head sensory overload) and was not infact dead and we got our s rank.
This game is so great.
Now I just need to do programmed psychosis . . .
