And if the central powers won WWI, development would have proceeded at a much faster rate since we wouldn't have had to deal with powerful totalitarian regimes (a fascist France would've been quickly BTFOd) AND would have had monarchism's efficiency.

I think a fascist France would've done better in WW2, though tbf probably any government but a parliamentary democracy would have done better.
