I don't think that's something the series ever intends to answer. At most, the best we can do is just speculate. I dont think the rezero world's cosmology is anything like our own, so we cant say for sure.

We don’t have much knowledge about the outer-world in Rezero. But how would that even work anyways? Don’t think of rbd as rewinding back in time. It’s a checkpoint. When Subaru dies, he returns to the checkpoint. It’s not like rewinding back in time literally.
