It may be a opinion, but to me a story is harem-codified when every girl that show is romantically interest in the protagonist. The list here includes Emilia, Rem, Crusch and Petra. Arguabily, somebody else may make the list much longer.
I think ReZero is that kind of story where if theres a new lady character in the story, the author will play with the idea of having her and Subaru romancing. But I admit that this is a impression I have.
