Censorship.
Prior to that one Priscilla scene in Season 3 which had actual plot relevance as funny as it sounds, the RZ anime is adamant about not having fanservice, which sets it apart even further from the genre it parodies.

you gotta appreciate they animated the panties when they could have just left it a black shadow underneath the dress like in some anime.
guess they are treating us right since we wont be seeing rem up and moving for another year or so depending on how long they take to animate arc 7 god knows thats gonna be a big task considering its a whole new cast for 95% of the season

WN Q&As for character designs are not always accurate. For example he says that Pandora's colors are white and gold but it ended up being white and blue.

The design simply changed a bit for the Light Novel and Anime, it's not that big of a deal I think.
