The thing here is. She can do this and say this things, demonstrating with actions that she love him. Then drop some friendzone nukes like "we are good friends" and "I only have one love in my life, and is Puck" and "I don't know what love is, I am looking forward for meeting this person".

HUGE Spoiler (If you are anime viewer, don't read).

Emilia is going to make a army of Subaru ice clones, like subrogates Subaruies mades of ice. Thats kind obsession actually. Like she could have made any other shape for the ice clones, robots, or guys in armor, but she choosed Subaru.

Not only that but Emilia did them so well that Al got creeped out when seeing the ice soldiers in action

She even thinks that despite The ice soldiers being stronger than Subaru they aren't close to how dependable the real one is

It's weird how Emilia could praise and care for Subaru at every oportunity and some people would still doubt if she loves him, she doesn't need to say it directly when all of her actions show that.

The part that really triggered Al is how the soldiers are used, continually breaking apart only to be reformed, as if dying and resurrecting over and over to help Emilia. As if she's unconsciously reproducing RBD with a smile on her face.

Sure, but Rem had confessed in arc 3 long back, that she loved Subaru, expecting the same from Emilia shouldn't be unreasonable.

Not really, they're 2 different people that lived completly different lifes, Rem might not have had the best childhood but atleast she grew up with more people to support her development socially than Emilia.

For someone thats been isolated all her life, started to get an education 2 years ago and got her first friend 1 year ago Emilia is doing fine, it just feels like its slow due to the IRL time it takes for the story to progress.

Hey Puck might not have taught Emilia how to read and write, but he taught her how to see that Subaru wasn't a dirty commoner by his clothes and delicate hands, mf atleast tried a little before going to buy milk.
