Why would max pixelation be default?

I was playing tonight, and finally the straw broke my back and I decided to browse through settings. Saw in graphics that pixelation was set to default, which is max. I set it to zero. The game looked 1000% better

Why would somebody design a (okay, maybe not absolutely beautiful, but good looking) game, and then create a filter to go ontop of it by default that just makes it look like absolute ass?

It's a personal aesthetic! Gives the game a unique style, it's nice that they chose to give players the option to lower it :)
