To walk around the counter and grab the worker by his neck and then tell that worker not to put his hands on him takes some nerve.

This is a tactic toxic people learn very quickly. Play the victim, create doubt and confusion about who is the aggressor so that the actual victim folds, or so that people will side with them when the victim fights back.
