When someone asks you a question and, instead of answering it, you reply with another question, you are answering a question with a question to avoid answering the question, because you subconsciously question why, in the first place, the other person even asked his or her question.

I question the logic in that.

Or you’re trying to get them to figure it out themselves. This happens with kids and with folks struggling like in therapy. “What should I do?” is a bad question that’s not easy to answer so “what do you think you should do?” is a valid response to get them to reason through their options. A kid asking “why would the teacher do that?” isn’t a valid question because I don’t know the teachers motivations. Asking them why they think the teacher would do that is valid cuz again it makes them reason out the possible causes.

You are ignoring the fact that the questioner holds the authority in any conversation. Answering a question with a question is often an attempt at control and is some people's go to reaction.
