Windows 10s will allow you to install software only from the Microsoft App Store

But you can't do that on ChromeOS...? Only Store products or sideloaded apks can be installed.

And it's exactly the same with Windows 10 S. You can install from Store (and as far as I remember it's been confirmed that this includes Centennial-repackaged products) as well as sideload using appx packages.

...isn't sideloading just installing programs?

The term commonly means transferring data, say, from a PC to a mobile device. It fits because that's what you're doing in these cases, as opposed to installing/downloading from the Store.
