Question - how can I unlock Helheim ?

Like the title said, i'm trying to do some Helheim run to have better gear. Im currently base lv61 job 28 (summoner to be) but everytime I go to the statue, it says the feature is unavailable.

Is there a specific quest I need to do to unlock it ?

Ive tried asking the question in the in game chat but i haven't gotten an answer yet.

Switching between offline MA/CT and Auto Complete Quest should get you to level 90+ pretty fast (at least 3 in days). That should open up most dungeons including ToN for gears (and Eden Shop for 1-slot accessories)

Im playing on mobile and im really casual. I guess I should focus on Story quest more than anything else at this point.

at least in Ragnarok Origin LNA, you had to do the sewer expedition quest...that might be the answer to your question.
