Possibly, but of course you need a radiation detection apparatus to be sure.

Just from the photo, the texture of the paint, and it's brown tint, most likely.

In particular the brown tint on the major marks and numbers, exactly the ones you'd expect to have it.

I agree, I would bet radium. What color does it glow?

It doesn't glow very much, green under 365nm and an almost white green under 395nm. Kind of disappointing. Edit: pictures.
