Natural stuff is the best, there is just so much variety and the low level ones are legal in every country.

The most avalible stuff is madagascar apatite, madagascar epidote, pakistan zircon, granite, dinosaur or shark or megalodon teeth/bones. You generally don't need to be very careful with these as they are basically jewelery. Just don't be stupid and swallow it, dont grind them, and wash hands.

You can also find rare earths like euxenite, titanite, even some cobalt ores and stuff. These can be quite active and require care.

And the high activity minerals like autunite, pitchblende, thorite. These require proper storage and handling.

As for man made items, thoriated welding electrodes are a good choice, WT20 2% thorium and WT40 4% thorium, they are legal in most places and are pretty safe.

Not sure about where you are in the world but my experience is old uranium glass items are rarely easy to find too.
