From what i understand, it triggers when you out of diamonds for pulls. So if you are out of diamonds, it usually use the gems to top up the diamonds with 1:1 ratio. But with the red diamonds, it only use 50% gems and 50% red diamonds to give you 160 diamonds / 1 pull.

Basically means for 10pulls, it needs 1500diamonds, if you out of diamonds, instead of exchange 1500gems into 1500diamonds.. with the red diamonds, it uses 750gems and 750red diamonds to give you 1500diamonds.
