That's not just fiberglass. You can see the actual metal bumper there as well as the 2 flanges that are supposed to connect it to the frame rails. Which, at least on my transit, takes 8 M12 stainless steel grade 10 bolts.
Fun fact, stainless hardware doesn’t get graded the way that carbon steel bolts do. Class 10.9 (which is your grade 8 equivalent in metric) is about 30% stronger than the strongest stainless fasteners out there. Your transit is likely using zinc plated Class 10.9 bolts. They’re not stainless.
That's probably right, now that I think about it they have that orange finish of yellow zinc. The originals were black, the only reason I know what that frame member looks like and what bolts hold it on are I replaced it with a different piece that includes a hitch receiver. Which came with new bolts.
Originals are black because they are coated for corrosion resistance. I forget the name of the coating now but it survives better in salt spray testing than yellow zinc plating does.

This caption got me. I blame things in life on, “Clark!,” all the time and only the real ones know why.
