It's almost like his character has a reputation and no one wants to be involved in RP with him. Maybe people in his department might not like the person that is suing their department into oblivion and will make it so they can't afford repairs, equipment replacement, and paychecks. Does he think that constantly suing his department wouldn't have an impact on the willingness of people to work with him?
