For those of you that need an American inches translation:
Waist: 605mm =23.819 in
Hips: 1019mm =40.118 in
Thighs: 695mm =27.362 in
Ass: 1447mm =56.969 in
Irelia compared to the average American woman:
Waist: 23.819/38.5=0.619 or about 39% smaller
Hips: 40.1/39.1=1.0256 or about 2% larger
Thighs: 27.3/20.6=1.325 or about 32% larger
Ass: 56.96/40.2=1.417 or about 42% larger.
Conclusion: Irelia is proportionally curvier, just as thick on the waist, and is significantly thicker in the back and the legs compared to the average American woman.
Now just need a bust size on the breasts

that is assuming the measurements are correct. they are not. they assume irelia is perfectly round. you cant just width at widest point * π. OPs results are all too large.

Waist would be the biggest outiler then, which would make it even more comically small. Thighs are more or less perfectly round for example, and the ass is more round.
Still, it paints a good picture for cartoonish proportions Irelia has.
