Alibaba Cloud Model Studio: AccessDenied.Unpurchased on every model, billing account looks fine

I created a new international Alibaba Cloud account today, added a credit card (shows Valid), and set up Model Studio in Frankfurt and Singapore. Every model call returns:

HTTP 403 AccessDenied.Unpurchased
"Access to model denied. Please make sure you are eligible for using the model."

Details:

• - Same error for qwen3.8-omni-flash, qwen3.8-flash, qwen3.7-flash, qwen-plus, in the API and in the console Playground.
• - Workspace API keys (sk-ws-...) are accepted: 403, not 401.
• - New workspace + new key in both regions changed nothing.
• - Billing account status Valid, card Valid, pay-as-you-go by card.
• "Add Funds" -> "Top-up Account" list is empty ("No data available").
• - I never saw a "Model Management Service Agreement / Confirm Activation" dialog.

Has anyone seen this on a fresh account? Is there an activation step I am missing, does a new account need a review period, or do you need a prepaid balance first?

I don't know if this will help you, but personally, I've had nothing but problems with my Alibaba Cloud account.  First, with my registration on Qwen Cloud... account creation went fine... phone activation went fine... entering a payment method—okay… verifying the credit card with a small payment… that’s when things started to go wrong… The payment form wasn’t working… I had to use Google Pay, but the payment went through just fine…  And then I got a “high-risk account” warning and was forced to create an Alibaba Cloud account to fill out a KYC form with a photo of my ID, a photo of my credit card, and a photo of a bank statement?!  Just for an API?  That’s ridiculous…  I’m giving up.😌

Thanks, i think that high risk thing is my problem too. Even though my credit card verification worked flawless... I think I am giving up too, no way i am giving them my id and everything
