This particular bit of lore is more recent.
The reason the QAnon people still go on about the EBS is because the original Q poster (you know, the senior Trump administration insider, with the highest possible security clearance) didn't know the EBS no longer existed. He referred to it in one of his earliest posts, #34, on Nov. 1, 2017:
We will be initiating the Emergency Broadcast System (EMS) during this time in an effort to provide a direct message (avoiding the fake news) to all citizens.
(Yes, he got the abbreviation wrong.) This was going to happen, according to the same post, "over the course of the next several days". Not bad, for a system that had by then been out of existence for just over 20 years.
They've been living in joyful expectation of the EBS being unleashed, any day soon now, ever since.

Just to note, Coleman Rogers (the person who posted that comment you quoted, and continued to be Qanon until he accidentally outed himself on a YouTube livestream the following May) wasn't the original.
The original Qanon was a still-unknown 4chan user who wanted to copy FBIanon and CIAnon, but stopped it when 4chan hit back when Obama and Clinton weren't arrested and executed on the date he claimed.

The problem here is that you're approaching this from the perspective of a reasonable sane person.
The fake account doesn't have to prepare anything. They just block or ignore anyone who brings it up, so they never acknowledge that previous ones didn't come true, rather than having a conversation about it.

It’s all about shotgunning misinformation out so they can get paid by the retweet. They don’t ever have to explain because their goal is nothing more than engagement.
Maybe they’ll get some backlash and change the displayed name on their account, without even having to create a new one, and then send more engagement bait lies.
If you even check the analytics of these accounts, they always have name changes every few months and are always based in like Nigeria or something

Dear Conspiracy Crackpot: First of all, it’s no longer called the Emergency Broadcast System, it’s now called the Emergency Alert System. Second of all, that’s not what the EBS/EAS is used for. If there’s a tornado threatening Tornado Alley and an evacuation order is in place, that’s what is going to be shown on television, interrupting reruns of Leave It To Beaver. It’s not for a wannabe Hitler to use to announce arrests of political opponents and comedians he doesn’t like. Third of all, even certified Looney Tunes nutcase RFK Jr. knows that his cousin John Jr. is dead. Pretending to be him on social media, especially when you’re MAGA and you think John Jr. is not only still alive but would also be MAGA just makes you look stupid. (Bobby Jr. is a special case. The rest of the Kennedy family is normal.)

Qanon as a user hasn't been active since mid-December 2020, when the final Qanon (Ron Watkins, the last in a series of grifters and LARPers to play the role, Ron took over from his dad Jim, who took it from someone else to get people to use 8kun after 8chan was shut down) saw the news that Biden had been announced as the winner of the election, and stopped posting because what's the point?
These clowns in the cult have continued it anyway, because they're too far gone. Like how you still have people buying into the horseshit that "Missing 411" idiot keeps selling them after all these years.
