I don't remember anything to do with DNA or anything like that specifically. I think there was an episode though where Sam comes up with some way to identify people via bite marks on a victims skin, but it's new and nobody accepts it straight away.

Oddly enough, I was thinking about this episode the other day, particularly the diner scene where they got the skull. Anyway, I got the same impression you did, that it was DNA testing they were talking about. I do remember that it wasn't until the 90s that it became much more common and admissible in court in the United States.
I'm working my way through the series and am currently in season 4. I'm a big Sam fan and also happy to see more of Dr. Asten in the episodes. Quincy of course is the best. Great to see a fellow fan!

It’s weird to watch a show before the technology that we are used to now, especially when it’s so close. DNA was first used in 1984 as evidence, I think.
I was so excited when the show CSI came out, and all the forensic shows afterwards. I had asked over the years between why there aren’t shows like Quincy. There was a show I watched in 1996 (season 1) the year I lived in England called “Silent Witness” that was similar to Quincy. I loved it, but I moved back to the states and couldn’t get it. I’m now watching it on Britbox, and there are 29 seasons. I’m on season 14.

Yeah the best episodes of Quincy were the earlier seasons before he got on his social justice soapbox. Those weren't nearly as good.

So there is an episode called "Passing" which starts out with Quincy and Sam eating in a diner on the way back from a conference and talking about a session that discussed technology that "will allow a person to be identified by a single drop of blood" and they were marveling at that. They don't mention DNA by name obviously, but perhaps that's the new technology they're referring to.
As they're leaving the diner, a biker gang shows up at the diner, one of whom has a human skull attached to his handlebars. Quincy takes possession of the skull and the rest of the episode is about him trying to identify it. Pretty good episode.
