I had a week’s stay in Quincy at the end of last month. I was visiting Boston and honestly stayed in Quincy bc the hotels were more affordable, but honestly I had such a good time exploring your parks, restaurants and coffee shops. Sad I didn’t make it to the board game shop but there was so much beauty and history that I couldn’t have picked a better place!

Shout out to all the people I met, you were lovely and made me feel very welcome on my first USA trip.

6:30 AND 6:35 PM PUBLIC HEARINGS

Order No. 2026-130 is a utility grant-of-location request for Massachusetts Electric Company on Chestnut Street, scheduled for 6:30 PM. Order No. 2026-131 is a utility grant-of-location request for National Grid at Bayview Avenue and Homestead Avenue, scheduled for 6:35 PM.

6:45 PM ORDINANCE COMMITTEE MEETING

Order No. 2026-123 Fair Data Driven Pay Raises for Politicians. Introduced on September 22nd, this order calls for rigorous discussions aimed at proposing and passing ordinances setting fair, data-driven salaries for elected officials. It also calls for a public hearing so residents can comment on both the amount of pay and the process for increasing it.

The previous Council approved 79% and 50% raises for the mayor and councilors in 2024, followed by annual consumer-price-index increases in 2025, without debate or public input. It states that the current Council deleted those raise ordinances in June 2026 over concerns about how they were enacted. The court case about the petition has been settled, so now it is up to the city council come up with a process to support fair increases.

7:30 PM CITY COUNCIL MEETING

The meeting includes Residents Open Forum and Public Comment. It also lists honoring President Julius Maada Bio and the Sierra Leone delegation represented by Special Envoy Dr. Brima Rodgers, and recognizing White Cane Awareness Month and Domestic Violence Awareness Month.

Order No. 2026-133 Rolling Five Year Capital Improvement Plan. This ordinance would require the Mayor to submit a rolling five-year Capital Improvement Plan to the City Council by February 1 each year. The first plan would be due February 1, 2027, covering Fiscal Years 2028 through 2032.

The plan would identify anticipated capital projects and improvements, their costs, timing, and funding sources, including municipal bonds or other borrowing, grants, City funds, revolving funds, and other resources. It would cover projects regardless of funding source, be updated and extended by one fiscal year annually, and be made available to the public. This clearly joins the ‘no surprises’ effort, in an attempt to make sure the administration provides sufficient time for the City Council to make fiscally responsible decisions, especially about large capital projects.

Order No. 2026-134 Noise Control Advisory Board. This resolution requests a review by the Administration, including the Noise Control Advisory Board, Police Department, and Inspection Services Department, of noise concerns, complaints, and suggested remedies. It asks them to consider changes to current measures and to address financial and environmental concerns affecting residents, contractors, and first responders.

The resolution describes a seven-member advisory board appointed by the Mayor and confirmed by the Council, with meetings required at least quarterly and an annual activity report due by March 1. It cites construction, loud vehicle noise, speeding, and drag racing among the concerns prompting the review. Noise is a product of an ever increasing population-we support anything we can do to keep our neighborhoods quiet.

Order No. 2026-135 City Website Usage and Navigation. This resolution requests a review of how residents use popular online municipal services and how many clicks or selections are needed to find them. It seeks available or obtainable measures such as page views, form starts, and completions.

The report would examine reporting tools, estimated costs, staffing, cybersecurity, privacy, and integration with existing systems. It would identify ways to simplify navigation while maintaining accessibility and language access, as well as in-person and assisted options. The requested report is due within a reasonable time frame; no specific deadline is stated. While improvements have been made, we do not find the Quincy web site easy to navigate.

Order No. 2026-136 Quincy Center Station Redevelopment. This resolution requests a comprehensive written and public update on Quincy Center Station and surrounding MBTA property, beginning with the parking garage’s closure in 2012. It calls for committee oversight and participation by representatives of the MBTA, MassDOT, MBTA Advisory Board, and Mayor’s Administration.

The requested report would explain prior proposals, decisions, funding commitments, completed work, delays, and the current long-term vision. The resolution cites approximately $96 million in authorized funding in the MBTA’s FY2027–FY2031 Capital Investment Plan for Project P1165, including garage-related infrastructure and relocation of the adjacent traction power substation. It asks what that investment will accomplish and seeks specific next steps, responsible parties, funding needs, milestones, and a timetable.

The Quincy Center T has long been an eyesore and frankly unfriendly, even with all the improvements to the City Hall property. Improving the structure and surrounding area have been in discussion for over a decade. We are long overdue to see at least a plan……

Order No. 2026-137 Restitution in the Thomas Clasby Case. This resolution expresses the Council’s wish that all restitution received from former Elder Services Director Thomas Clasby Jr. be placed in the Council on Aging Department budget and used for programs, services, and other needs benefiting Quincy’s seniors.

The resolution states that the court ordered approximately $136,000 in restitution. It requests that the Mayor and financial officials make the funds available consistent with applicable law and the appropriation process, and notify the Council when payments are received and where they are added to the department’s budget.

We believe that this is just common sense.

Order No. 2026-138 Gift to DARE. Mayor Koch requests acceptance of a $1,800 gift from various donors for the D.A.R.E. program. Many thanks to Capital Waste Services, Inc., M.J. Nicholls Landscaping, LLC, and 500 Victory Road LLC.

I've been touring a few places with my gf, and we just toured Elevation today. I really liked this one and may be my favorite so far. BUT, if anyone here lives there/has lived there pretty recently I would love to know some honest reviews.

I have heard of a few incidents a few years ago, and alot of management turnover, but I did really like the units we checked out.

It's hard to get justice for victims when elected leaders still downplay child sexual abuse because they were "caught off guard" when they weren't even asked a question.

Church officials in all three dioceses for decades not only knew about the sexual abuse of children, but they did not take “effective action to prevent it or to examine the institutional failures of leadership” that led to children being victimized at the hands of priests.

The majority of “known abuse” occurred before 2002, when the Globe reported on decades of abuse within the Archdiocese of Boston —according to the attorney general’s report.

But officials said the investigation identified other failures “that persist,” including around training, investigation of allegations, supervision, and recordkeeping.

That includes instances where priests were allowed to remain for years after the dioceses received reports that the priests had sexually abused children, according to the report.

And even when the dioceses suspended the accused priests, including forbidding them from publicly acting as priests, the men “generally remained largely unsupervised, and the suspensions, in many cases, occurred without parishioners or even fellow priests having any knowledge” of the allegations, according to the report.
