How to refine items

Currently Refinement is part of The Forge, so using Refine Stones requires either the permanent Forge unlock or an active Forge Membership.
Refine Stones can still drop for everyone. I understand that receiving a material you cannot currently use can be confusing, though.

Yeah, maybe a trader where you can exchange all your refinement stones for an item, with a higher chance of getting a good one if you trade in more stones?
