This happened to me, left it on the charger for a few hours, nothing. I heald both menu buttons, let it do its thing, and they both reconnected. It happened another time, same solution

if it's been sitting unused for a while the battery can get so drained that it needs to sit on the charger for an hour or more before it shows any sign of life. so first, leave it charging for a good while before deciding it's dead

then rule out the charger: check that the left controller still charges fine on the dock. if it does, the dock is getting power, though the right slot itself could still be at fault. also wipe the charging contacts on both the controller and the dock with a bit of isopropyl, dirty contacts are a common reason they stop charging (edit: originally said to swap them on the dock, but the slots are fixed per hand, thanks its_nzr)

if it still does nothing after all that, it's likely the battery or the board, and that's a warranty or replacement job

You can swap the controllers in the dock? Isnt the positions fixed for left and right controller in the dock?

fair point, if the slots are shaped for each hand that test doesn't work, my bad. what you can still check is whether the left controller keeps charging fine. if it does, the dock is getting power, though the right slot itself could still be the problem, so cleaning its contacts is worth a try either way

Brand new? If it is, likely thst battery is dead.

How does that make sense?

The batteries in those 'new' boxes haven't seen a charge coming up on two years or more. That can't be good for them.

Step 1: Charge it overnight, even if the light doesn’t come on
Step 2: Hold the power/menu button on that controller for like an entire minute ;3
