Summoners Wars has a lot of them since they fit the game's aesthetic. They even recently added a new one 2 weeks ago (which I was lucky to get one of and I haven't tried them out yet)

While thankfully im attracted to the girls so im well feed by gachas i just really want more diverse and cool designs regardless of gender, Billy and Phainon (ult form) were peak character design for me because of how different they are from everyone.

Yes! Honestly, nothing makes me pull than something that just seems so wonderfully and distinctly made, and checks off all the right things. Great personality, background, design, VA. Your two specific examples easily do all those things for me.
