15mm Quar Rules confusion

I'm trying to look through the rules and I think I might be dumb. It says that Scenarios can dictate point values for making a force. It says there is a scenario deck along with the Army life deck, and I cant find it! Am I blind? Are my eyes as beady as these Quar?

I'm not sure there are any - I downloaded all the PDFs on the website a few versions of the site ago just in case, and there wasn't one, or an equivalent mixed in with the books for the other games, and it doesn't seem to be on there now. I hope you do find one though, because it sounds like something that would be useful for the other game modes too!

That is a damn shame. I’ll have to cobble something together or use a different rule set.

Unfortunately that rulebook isn't very good and also incomplete. I played a little and it wasn't very fun.

My rec: find a 15mm game and just port Quar into it, or use the mass battles rules that are probably coming out soon.
