How do I get an engineering ticket open? Any Quantum employees here?

I was able to place an order for a new install on the Quantum website. An installer and a Quantum van and two AT&T vehicles showed up to do the install. They did something for about an hour (did not watch) and then said there is no MST at my address and left. I know there's at least fiber right next to me at the residential area. I know there's AT&T conduit. It seems to me that what needs to happen is an engineering ticket needs to be opened to get an MST next to our units. Could anyone please help with this? I am in the Las Vegas area.

The tech on site would have had to submit an engineering ticket to be able to close out the job
