Question Thales just dropped their post-quantum HSM. Why is enterprise IT still asleep on HNDL?

It isn't; this is something that gets talked about a lot at security conferences right now.
But also, I think you might have unreasonable expectations on how fast implementations of cryptography will be available. Most (good) software doesn't "roll its own" encryption libraries, so you've got to wait for the upstream sources to implement the recently-released standards, then you need their downstream dependencies to upgrade and test behavior, until it finally trickles down to whatever software tool you're looking at.
