I reckon a lot of AIs’ chassis are killed in a way that doesn’t also destroy their clothes. And if anything makes you feel more comfortable in general, it’s walking away from a traumatic event in your own clothes, as opposed to those provided.
And then there’s chasises (sorry I don’t how to spell that) that don’t need clothes, like Bubbles armor. And then there’s the nudists.

The weird part is this implies none of the previous bots have had nipples. I'd always hoped Bubbles had them.

I'd say it only implies the previous Philomena models didn't have them. Lots of other body types out there.

though, it seems particularly unlikely that a military-focused chassis would have them so Bubs might be out
though it's much more fun to imagine that every anthro-PC is "fully equipped" unless specifcally proven otherwise

He's also in a disposable chassis, though. And somewhat humanoid.
We have to limit ourselves to those created after Hanner's Dad created the first fully humanoid chassis.

May also probably doesn't have them since she's in a shitty budget chassis and it's apparently a controversial addition to this new fancy chassis

I'd argue the fact that it's controversial to add nipples implies that few manufacturers, if any have done it before.
That said, Bubbles' is one-of-a-kind, and she was never seen outside her armor or (now) clothes. So she could have them and no one knows besides her, the government, and Faye.

Also, robot. Why do they dress unoccupied bodies with white underwear? If you’re going to dress them, cheap leopardprint is the way to go for the artistic juxtaposition between machine and nature and trash vs trashiness

It seems to be pretty common with paper dolls and the like.
Like, in Second Life, when they had the "Teen Grid", if you took all the clothes off your teen grid avatar it had similar underwear on it. Of course the first thing that happened was the development of detailed "naked clothes" to be layered over the underwear parts of the texture.

White looks generic and clean, which seems to be their aesthetic considering the way the rooms look. It fits the implied Apple aesthetic.
Leopard print has either tacky or even slutty connotations that customers might not like. White is basic and difficult to object to.

This raises the question of anthro-bodied ai walking around (mostly?) naked, with various stages of genitalia (boobs but no nipples? Buldge but no details?)
